Hyperlinks only work on 1st click

I am using hyperlinked text captions as navigational elements on every slide.  3 of the 4 hyperlinks link to an external .pdf while the other links to a course map slide within the slide show (see image below - Audio Script | Course Map | Resources | Help).  I have assigned an advanced action to each of the hyperlinks and the hyperlinks are on the Master Slides.  When I preview or publish the course, my hyperlinks only work the first time I click them.  They are no longer active on the slide I first clicked or any other slide.
