The course I am developing has a form element where users need to enter information in order to proceed. The form has 4 TEBs which appear, one above the other, in list format. I would like the cursor to appear in the top TEB when the slide loads so that the user can tab between the fields in the correct order.
When I test or publish a screen with multiple TEBs on a single slide, the system randomly selects a field to list as active. In essence, the blinking cursor indicating a user can input into the field appears in one of the boxes on the screen at random. If I close the .swf and relaunch it, the cursor appears in a different TEB.
I have tried moving the TEB that I want to be used first to the top of the timeline (bring to front), but when I test or publish, the active TEB continues to be selected at random.
I've also tried changing the active times for the other TEBs so that they end (go inactive) before the main TEB. This does not appear to have resolved the issue.
Does anyone know of a way to force the "active" order of the TEBs in a published project so we can emulate a data entry form?

Note: Please don't advise me to upgrade. I've already been told the office will not pay for an update to the software so quickly on the heels of our upgrade from CS 5.5 to CS6 (happened within a 6 month span).
