Audio button on playbar does not reset

I have a project that has a combination of text slides and software simulation slides (simulation inserted as animation, with it's own playbar).  The simulations use text to speech and CC.  All of this works well.

The problem occurs when the learner clicks the audio off button in the simulation playbar.  For example, they are viewing simulation 2 and decide to mute the voice by clicking the AUDIO OFF icon on the playbar.  The speaker icon turns red indicating audio is off.  Now, they stop the simulation (and never set AUDIO ON), and progress through the next slides in the course.  They get to simuation 3 and go to play the simulation.  The playbar shows the speaker is ON (the red indicator is not there), but when they play the simulation, there is no audio.  The user must toggle the audio off/on again to hear the audio.  There is no way they would know to do this, because the playbar doesn't indicate that audio is OFF.

It appears to me that the audio button isn't resettting.  By the way, I don't have this problem with the CC button on the playbar.  If the learner clicks CC on one simulation and never unclicks it to turn it off, the next simulation is "reset" and does not show with CC (until they click the CC button again).

Anyone else have this probelm?  Is there a way I can force the audio button to reset?
