Captivate 7 multiscreen calling the SWF instead of HTML5 content

I have created a very simple quiz currently located at:
www.racismnoway.com.au/test/h-racismatschool/index-puzzles.html

These are the test links on the page:

Test links Hypothetical: Racism at school multi (multiscreen.html) | html5 (index.html)| flash (hyp-racismatschool.htm-swf file)

My issue is that the multiscreen file cannot seem to call the HTML5 file.

I need the correct file to be called automatically though to support all users.

When clicking on the link to the multiscreen.html, from HTML5 compatable browsers running off Windows (namely IE11 and Firefox 26, Chrome 31), the swf file is called, not the HTML5 version.

When testing on IOS devices multiscreen will not call the HTML5 file at all.

If I click directly on either the HTML5 or Flash link. Both are called seemlessly.

Additional notes:

I have run the HTML5 tracker. It does not flag any unsuported slides/objects that could be causing the issue.

There is no video in the project

I have not used the scalable html content option (as it was causing other issues).

I have not published any reporting content.

Any help greatly appreciated. I've been trying to troubleshoot this for some time now.
